Although many people who are unfamiliar with the dynamics of the U.S. prison system may not recognize it, the single most serious threat to the safety of the nation’s penal institutions and the integrity of the criminal justice system may be the existence of contraband cellular devices in many of the nation’s prisons. Today, as many as 98 percent of the country’s jails and prisons may be facing a serious crisis involving the use of contraband cellular phones to effectively circumvent all barriers meant to protect the public from the worst and most violent criminals. Without the ability to control what and how inmates communicate with the outside world, the effectiveness of prisons in protecting the public is sharply diminished.
Gangs don’t need physical freedom to be dangerous
Prior to the advent of modern technologies, especially cell phones, it was usually sufficient protection to the public to simply lock up the most violent criminals. Unfortunately, as both the prison system and technology have evolved, this is no longer the case.
In fact, the most violent criminals in America today are almost uniformly members of the main prison gangs. Members of the Mexican Mafia, the Aryan Brotherhood and the Black Guerrilla Family feature some of the most incredibly violent criminals the nation has ever had to contend with. What is most unfortunate about these gangs is that they often have many members, up to half their total membership, currently residing on the outside of prison.
Many of these gangs are able to swell their ranks by recruiting members who are on shorter stays of incarceration. This not only serves to beef up their membership numbers, it also gives the gangs a large contingent of operative who are willing and able to do the gang’s bidding on the outside of prison. This means that the only thing that is often standing in the way of major prison gangs and their criminal goals is an effective and quick means of communications. This is the role that, all too often, contraband cellular devices end up playing.
There are many cases of gangs using contraband cell phones to carry out everything from witness intimidation in major drug cases all the way up to murder of corrections officers. But if it were possible to eliminate the easy access to contraband cell phones, then it would be possible to severely cripple the ability of these gangs to effectively operate.
